Operations Director (Gloucestershire Youth Support Team)
Salary: £79,896 - £86,997
Prospects are seeking a new leader to develop and deliver the Gloucestershire Integrated Youth Support contract with the Local Authority. Prospects (part of the Shaw Trust Group) are a national provider of education, skills and care services and one of the largest providers of young people’s services in England.
The Youth Support Team works with vulnerable young people in the county, including young offenders, looked after children, care leavers, teenage parents, homeless young people, unemployed and young people with substance misuse issues. This is an exciting opportunity to lead the Youth Support contract, working closely with Gloucestershire County Council, Police and Crime Commissioner, NHS England and other funders to improve outcomes for children and young people in the county.
The Operations Director will manage the contract delivery whilst leading service improvement through ensuring an effective quality and performance framework is in place that meets the contract requirements and any external inspection or quality mark requirements. Including Investor in People, Matrix Standard, Ofsted Inspection and ISO requirements. The director will also ensure that risk management of vulnerable young people is of high quality and statutory requirements in relation to youth offending, children in care and care leavers are met.
The role will involve developing an annual business plan and budget, also leading the business development strategy including tendering, writing and developing bids. Financial management of a budget of over £5m per annum. Managing a team of 200 plus staff, whilst managing and developing relationships with key stakeholders, local authority commissioners and partner agencies to promote Prospects.
The Operations Director will work as part of Gloucestershire County Council’s senior team including the Director of Children’s Services and Director of Safeguarding and Care to set and deliver the strategic objectives for children and young people.

We are seeking a highly motivated individual with substantial operational experience; managing high performing, effective and efficient services for vulnerable young people and their families. You will have specific experience of managing statutory services such as children in care, care leaver or youth offending services. In addition you will have a clear understanding of problems facing adolescents, knowledge of effective and evidence based practice and an ability to translate this into operational practice.
As the key strategic leader you will be a highly effective communicator and have experience of managing and growing relationships with senior leaders in Local Authorities, police, education, voluntary sector organisations and young people.
Prospects are one of the leading providers of young people’s services nationally having contact with over 110,000 young people each year. Gloucestershire Integrated Youth Support Team works with Gloucestershire County Council providing an adolescent service including:
- Youth Offending Service including youth crime prevention
- Tier 3 Substance Misuse Service
- Specialist Young People’s Housing Service
- Youth work
- Work with NEET young people
- Support young people who go missing or are at risk of child sexual exploitation
- Over 11’s Children in Care and Care Leaver Service
- Support to unaccompanied asylum seekers
- Multi-disciplinary health team
- IRIS project – joint project with GCC and health to provide intensive edge of care and care services for our most complex young people.
